DrPH student, Johanna Miele will present her AAPE conducted with Union County’s Office of Health Management. This project examined interagency coordination, communication pathways, and decision-making processes for real-world incidents through a series of discussion-based exercises. Using an exercise environment, this project explored how structural differences, notification strategies, and operational coordination influence interagency collaboration and cooperation. Building on Union County’s comprehensive Emergency Operations Plan (EOP), this work allowed leadership to immerse themselves in several high-consequence, low-frequency scenarios, including a simulated coastal storm response, a disease outbreak, and a complex coordinated attack. Through the development, execution, and completion of Executive After Action Reports, the leadership team tested their protocols in a no-fault environment and identified opportunities for improvement. This presentation will review the exercise development process, key findings for each exercise, and the proposed incident management workflow for integration into the EOP.
